Open Network for Performing Arts Management (ON-PAM) has sent the letter of protest to the Agency of Cultural Affairs of the Japanese Government regarding its decision not to grant the subsidy to Aichi Triennale 2019 which was announced on 26h September 2019.

「あいちトリエンナーレ2019」への補助金不交付の決定について
すでに採択されている「あいちトリエンナーレ2019」への補助金を交付しないという文化庁の方針は、恫喝・脅迫によって表現活動が中断されたという事態を国家が許容するということに他なりません。文化芸術基本法においては「我が国の文化芸術の振興を図るためには、文化芸術の礎たる表現の自由の重要性を深く認識し、文化芸術活動を行う者の自主性を尊重することを旨としつつ、文化芸術を国民の身近なものとし、それを尊重し大切にするよう包括的に施策を推進していくことが不可欠である」とされています。つまり、文化芸術を所管する文化庁の責務は、自主的な文化芸術活動を尊重し支えてゆくことです。現在会期中の「あいちトリエンナーレ2019」に関して文化庁が行うべきことは、恫喝や脅迫といった外部からの圧力によって中断を余儀なくされた展示を含め、採択された事業を完遂させるための支援であるはずです。今回の決定はそのような文化庁本来の役割に反する態度であり、強く抗議して不交付の方針の撤回を求めます。

Letter of protest on the decision over the subsidy of Aichi Triennale 2019
The Agency for Cultural Affairs has decided not to grant its subsidy to Aichi Triennale 2019 which was originally selected as the recipient of this subsidy programme. This decision is nothing but an approval by the state towards the situation in which an activity of artistic expression had to be suspended because of intimidation and threat.
In the Basic Act on Culture and the Arts, it is stated thus: “In order to develop culture and the arts in Japan, it is essential to promote the policy comprehensively, deeply recognising the importance of the freedom of expression as the foundation of culture and the arts, making culture and the arts accessible to the people while respecting the autonomy of those who conduct the activity of culture and the arts, and respecting and cherishing culture and the arts.”
In other words, the responsibility of the Agency for Cultural Affairs, which holds the jurisdiction over culture and the arts, is to respect and support the autonomous activities of culture and the arts. What the Agency should do towards Aichi Triennale 2019 is to provide its support so that the festival can fully realise and complete its programme, including the exhibition that was forced to close because of intimidation, threats and other forms of external pressure, which originally was selected for the subsidy. The decision not to grant the subsidy is against what the Agency is meant to do. We therefore strongly protest and urge to withdraw this decision.
