How Can the Arts and Culture Budget be Efficiently Allocated?

Throughout the fiscal year 2020, ON-PAM (Open Network for Performing Arts Management) we have been conducting a research project titled “”Research for the advocacy of the new evaluation on the efficiency of the national culture and arts budget allocated for local governments””. The research was conducted with activities that were selected for the project “”Arts and Culture Creative Hub Formation Project”” for local governments, sponsored by the Agency for Cultural Affairs. In this symposium, as the final stage of the research, we will invite producers and curators who were involved in the selected projects, and have them discuss the issues and foresights regarding the project and grant from the government.

The Role of Network Groups in the COVID Pandemic

IETM(International Network for Contemporary Performing Arts), European Festivals Association, Circostrada Network, European Dancehouse Network, and IDEA Consult have just launched PERFORM EUROPE which aim is to rethink international touring of performing arts and digital distribution from a sustainable point of view, with focus on inclusion, diversity and balance. PERFORM EUROPE is funded by the European Commission and the Creative Europe Programme with a €2.5 million contribution. IETM´s secretary general will be our guest and inform us about PERFORM EUROPE and talk about the role of networks during Covid with focus on advocacy activities.

Akiyoshi Watae

Akiyoshi Watae is the representative director of the General Incorporated Association Platform for Arts and Creativity. His platform provides consulting to the Japanese government and local governments on cultural and industrial policies, and provides management consulting to cultural organizations. In total he has been in charge of over 50 projects. His career started after graduating with a Masters from Nagoya University Graduate School of Economics in 2006, and joined Nomura Research Institute where he was engaged in public and private marketing and consulting on organizational design. He completed his Masters in Literature Studies from Keio University in 2014, and after leaving NRI in 2016 he launched the Platform for Arts and Creativity the same year.

Yusuke Hashimoto

Yusuke Hashimoto was born in Fukuoka in 1976 and started his theater activities in 1997 when he was a student at Kyoto University. He launched the Hashimoto Production Office in 2003 and has planned and produced contemporary theater and dance productions, such as the Kyoto Arts Center “Theater Planning” project. From 2010 to 2019 he was the program director of the KYOTO EXPERIMENT – Kyoto International Arts Festival. From 2013 to 2019 he was the president of the Open Network for Performing Arts Management (ON-PAM). He started working for Rohm Theater Kyoto in 2014 and is currently their program director.

Masashi Kishimoto

Management Chief, Toshima Civic Center/Outdoor Theater Operations Toshima Mirai Cultural Center
Masashi
 has produced for the stage, exhibitions and workshop productions including work with the deaf and people with disabilities, and specializes in theater accessibility and facilities management. He was a producer of various theater companies from 1991 to 2008. He is the producer of Owl Spot Theater (public theater) since 2012. He produces and coordinates performances for people with disabilities including international co-productions. He has also coordinated ceremonies for the East Asia Cultural City 2019 Toshima. He was the planner for the co-production (between Japan, Bangladesh, UK) of The Tempest with deaf and disabled artists. He is currently working on the collaboration between art and welfare from the perspective of SDGs while operating and managing the Toshima Civic Center and Global Ring Theatre (open-air-theater).
He is a board member of NPO the Open Network for Performing Arts Management (ON-PAM) and NPO Theatre Accessibility Network (TA-net). He is also a committee member of the Open Arts Network Project.

Mayumi Yamamoto

Chief Program Director, Kyoto Art Center
As a chief program director, Mayumi oversees Kyoto Art Center’s overall programs and is mainly in charge of international programs. In 2017 she was a curator of “Asia Corridor Contemporary Art Exhibition” at Nijo-jo Castle and Kyoto Art Center which was an international collaborative project for Culture City of East Asia. She is a member of the “New Cultural Policy Project” since 2019. In 2020, she was a launching and operating member and of the Kyoto City Cultural Arts Activity Emergency Incentive Grant”, and executive director of the “Confirmation Certificate Issuing Union for Independent Visual Artists” to apply for subsidy by the Agency for Cultural Affairs.

 

Mayumi Yamamoto

Tomoya Takeda

Saitama Triennale 2020 Curator / Performing Arts Producer
Born in Yokohama in 1983. Performing arts producer. From 2006 to 2014, he worked at NPO Art Network Japan. Since 2008, he has been involved in the launch of the international performing arts festival “Festival/Tokyo” as a secretariat staff, and the production manager from 2011 to 2013. In 2014, he joined ROHM Theatre Kyoto opening preparation office, and was in charge of production and planning of the theatre. From April 2018 to 2020, he worked for the production and planning of ROHM Theatre Kyoto as a freelancer, curator of “Saitama Triennale 2020, and others.

Ása Richardsdóttir

Ása Richardsdóttir is the secretary general of IETM – the largest international network in the performing arts. www.ietm.org
She has led a versatile career in the performing arts, culture, academia, banking, politics and media. She was a television reporter at RÚV Iceland, founder of theatre, Kaffileikhusid, executive director of Iceland Dance Company, president of Performing Arts Iceland project leader of ICE HOT Reykjavík Nordic Dance Platform and Wilderness dance, founder of Keðja Dance Network and producer of various artistic projects and international collaborations for the last 25 years. Ása has been politically active, served as city councillor 2014-2018 for the Icelandic Social Democratic Party and has been member and chair of several boards in politics, finance and arts. She is co-author of the guide for artists and producers It Starts With a Conversation.

Mariko Tsukaguchi

President and Secretary General of Open Network for Performing Arts Management (ON-PAM). She worked at Japan Center, Pacific Basin Arts Communication (PARC) and the secretariat of Performing Arts Meeting in Yokohama (TPAM) as a program officer from 2006 to 2017. As a grantee of the program of overseas study for upcoming artists 2009 by Agency for Cultural Affairs in Japan, she did an internship at Assembly Rooms in Edinburgh and Riverside Studio in London.
